In the scene where Peeta gives bread to Katniss you can clearly see the foreshadowing because it shows that he will risk a lot for her because he cares about her. He knows that by giving Katniss the bread he is risking to get in trouble and get beaten by his parents but despite that he still gives the bread to Katniss. Later on in the games we see that Peeta really does care about Katniss because he is willing to give up his life in order for her to survive. 

​This is the scene in the film where Peeta sees Katniss and notices that she is hungry. He then gives the bread to her risking his own well being. This only comes to show how much Peeta cares about Katniss and that he will be a great asset to her in the Games.
