POWER
The main source of power in The Hunger Games is pretty clear: the government of the Capitol. Because the Capitol holds most of the country of Panem’s wealth, the government there is able to control the people in all of the districts across Panem. The Hunger Games, then, are a display of the government’s power and were designed to warn the people against rebellion. In the Hunger Games, the citizens of Panem are basically reduced to nothing in a game of life or death. Since only one tribute can win, the tributes are forced to kill others from the other districts and one from their own district. This is the Capitol’s way of preventing people in the districts from joining forces and rebelling. The Games keep the people of the districts divided and fighting among themselves. The government also broadcasts the event live on television, giving the idea that the tributes are giving their lives for little more than the entertainment of the Capitol.
"Taking the kids from our districts, forcing them to kill one another while we watch – this is the Capitol’s way of reminding us how totally we are at their mercy."

This is a picture of the Capitol of Panem from the film The Hunger Games. This was the city where most of the tributes came to die. Being that this is the Capitol this makes it the most powerful place in the country of Panem, which is one of the themes in The Hunger Games, because of its almost totalitarian government.
